Plenty of things are sold as video content management. Most of them are storage with an upload button. The test is not whether you can get a file in; it is whether one person can run a service from it.
One record, many readers
The first requirement is that a title exists once. Nine apps, a website and a partner feed all read the same record. Changing a synopsis is one edit, not nine, and there is never a question of which copy is right — because there are no copies.
Any system where publishing means pushing content to destinations will eventually be inconsistent. Not because the sync is badly written, but because syncs fail and nobody notices until a viewer does.

A content model that matches the content
Video is not a flat list. A drama has series, seasons and episodes. A sports service has competitions, rounds, fixtures, teams and players. A university has courses, terms and cohorts. If those are tags bolted onto a flat library, then every question that spans them — “everything from this season”, “all fixtures involving this team” — becomes a manual exercise.
Editorial control that is not a deployment
The rows on the home screen, what is featured, what appears in the hero — these change weekly and are a marketing decision, not an engineering one. If changing the order of a row requires a developer, the order will stop changing.
Availability and entitlement as data
Who can watch what, where, and until when has to be attached to the title and evaluated at playback. Covered at length elsewhere, but it belongs on any list of what the system has to do rather than what has to be remembered.
Numbers that agree with each other
Plays, completion, churn and revenue in one place, counted the same way across every platform. Nine dashboards that disagree are worse than one that is approximately right, because the disagreement consumes the meeting that was supposed to be about the decision.
The honest test
Can one person, who is not an engineer, add a title, describe it, set what it costs and where it plays, put it on the home screen, and see how it did? If the answer needs a developer at any step, what you have is storage.
